ONC aims to promote consumer e-health to improve patient engagement and individual health. The authors define consumer e-health as “a broad category of electronic tools and services that are primarily consumer oriented but that overlap with health information technology, a term more conventionally used in the context of technology for health care providers.”
ONC developed the “Three A’s” strategy to achieve its goals:
• Access. Ensure patients have access to their health information.
• Action. Enable consumers to take action with their health information
• Attitudes. Shift attitudes so patients and providers view their care as a partnership that can be facilitated through e-health.
