CMS releases ‘report once’ guidelines for providers

CMS recently released a revised report titled “How to Report Once for 2015 Medicare Quality Reporting Programs,” detailing how individual providers, as well as providers in group practices or in Medicare accountable care organizations, can submit clinical quality measures to CMS once for three programs.

Providers can report once in 2015 to avoid the 2017 Physician Quality Reporting System negative payment adjustment, satisfy the clinical quality measure component of the Medicare EHR Incentive Program and take care of requirements for the 2017 Value-Based Payment Modifier, according to CMS. If providers report good quality scores, they could get a boost in pay under the Value-Based Modifier program — but if scores are low, they could see a pay penalty under the same program.

If providers fail to report properly, they can be subject to a 2 percent pay cut from PQRS, suffer a penalty from not meeting the clinical quality measures part of meaningful use and also be subject to a negative payment adjustment as part of value-based purchasing.

However, Medscape noted that reporting once may not be a simple feat for many providers, “because they must use a certified EHR, a qualified registry, or a special web interface to do so,” which was not the norm for providers in years past. According to Medscape, most providers “will have to shift to an entirely different reporting method to take advantage of the new alignment announced by CMS.”
