The commission also recommended that taxing districts be converted to “indigent care districts” and the hospitals they fund be made separate entities. The commission stopped short of recommending privatization of the public hospitals, which it had considered. According to the report, the commission was unable to definitively determine if private hospitals provide a higher quality of care
