Craig Benson had made an agreement with former HHS Secretary Tommy Thompson resolving issues from an audit of the state’s Medicaid practices in 2004, including using Medicaid Disproportionate Share Hospital money to refund Medicaid enhancement taxes that 26 hospitals paid.
