The state used a variety of strategies to achieve savings, including ensuring the medical necessity of paid services, preventing “upcoding” of claims by providers and making sure Medicaid is reimbursed if another insurer pays for services that Medicaid covered.
Recoveries from analysis of paid claims accounted for approximately two-thirds of the state’s Medicaid savings.
