HHS Issues Final Rule on Health Insurance Rates, State Reviews

HHS released a final rule (pdf) on health insurance requirements for coverage, eligibility, rate setting and review, which revises an earlier timeline for states to submit plans to review insurers’ rates.

The rule outlines requirements to maintain single and separate risk pools for individual and small group plans and gives greater detail on restrictions for rate variations between group plans based on family size, age and geography. The changes take effect in April and apply to policy years beginning in 2014.
