Registering the hospital as a nonprofit charity would likely end its two-year partnership with for-profit Specialty Hospitals of America but it could make it easier to serve the poor.
The hospital, which was renamed in 2007 after an infusion of millions of dollars in taxpayer money, has been having trouble paying its bills and some vendors will not deliver supplies until after payment checks clear.
