Most recently, Supervisor Lou Calcagno requested a meeting with Salinas Valley officials. Supervisor Jane Parker also sent a letter in October 2011 indicating the county’s interest, according to the report.

The affiliation timeline says prospective partners must submit proposals by March 7. A slate of candidates would be chosen by March 15 and a finalist selected by May 24.

Correction: A previous version of this article had the spelling of Monterrey of Mexico in the headline rather than Monterey of California.
