Under the healthcare law, states are required to develop an infrastructure by 2014 that would support secure health insurance exchanges, which would allow businesses and individuals to shop and compare health plans.
The health insurance exchange bill, which prohibits the insurance exchange from negotiating for lower rates, passed through the Senate but is facing stark opposition, particularly from Rep. Mitch Greenlick, the Democratic co-chair of the House Health Care Committee.
