When faced with financial pressures, hospital leaders often try to reduce costs by laying off hospital employees. This is, in a way, understandable, since payroll makes up 60 to 70 percent of a typical hospital's overall costs.

Miami-based Jackson Health, the largest safety-net hospital in the Miami area, could privatize its emergency room services by Oct. 1 and is seeking proposals from interested parties by Sept. 10, according to a Miami Today report.
