St. Dominic’s proposed the transfer of 71 beds at its Jacksonville facility to Madison, thereby circumventing state certificate of need laws.

Health Management Associates, which plans to soon open a facility in nearby Canton, Miss., opposed St. Dominic’s plan, calling it an “attempt to bypass the state certificate of need law,” according to the report.

St. Dominic representatives said the hospital plans to appeal the decision in County Chancery Court.
