If lawmakers ask the Congressional Budget Office to remove cost-sharing reduction subsidies from its federal spending baseline, those same lawmakers could repropose the funding, and the CBO would score the proposal as a money saver. With the savings, the GOP could also fund reinsurance programs.
The complex maneuver would allow the GOP to fund the ACA subsidies without having to find an offset for them in the budget. Speaker Paul Ryan, R-Wis., voiced support for similar proposals in the past, but conservative opposition has hindered their inclusion in legislation.
“I view it as a bailout of the insurance companies,” Rep. Mark Walker, R-N.C., chairman of the conservative Republican Study Committee, told The Hill Feb. 28.
