Hospital administration and the union, which represents 90 registered nurses at Massena Memorial, have engaged in negotiations for the past several months. The nurses’ current agreement is set to expire at the end of the year.

According to the report, the two parties have been unable to strike an agreement over several provisions, including hospital efforts to improve security. In November, a man fatally shot himself outside the hospital’s emergency room, sparking concern and requests to boost security.

The hospital has filed a declaration of impasse with the New York State Public Employment Relations Board, meaning a mediator could be brought in to help the two sides reach an agreement.
