The rule goes into effect on July 1, 2011, but states may delay implementation until July 1, 2012, according to the report.
Specifically, the rule prohibits federal Medicaid payments to inpatient hospitals for certain preventable conditions selected from Medicare’s list of preventable conditions as well as payments to inpatient and outpatient facilities for wrong site, procedure or patient surgeries.
