The University of Utah in Salt Lake City has named Donna Roach its first enterprise CIO, effective Nov. 1.
Ms. Roach has led IT at University of Utah Health since 2020. In December 2025, she became system chief digital and information officer for the health system, which expanded her oversight to its hospitals and clinics, the School of Medicine, the health sciences colleges and the Health Sciences Library.
In the new role, Ms. Roach will lead technology strategy, digital innovation and modernization across the university’s academic, research, health sciences and clinical operations. She will also oversee the university’s technology responsibilities within the Utah System of Higher Education. The university said the structure will unify planning for enterprise architecture, cybersecurity, data, AI and technology investments.
University COO Jeff Labrum said the position will help “align technology investments with the university’s long-term priorities.”
Ms. Roach said aligning technology, data and AI strategies with institutional goals will help the university “accelerate discovery, improve experiences, modernize essential services.”
The university also restructured its other technology leadership roles. Jake Johansen, who served as interim university CIO during the transition, will be CIO for University Technology Services, which oversees enterprise applications and platforms that support university operations and academics. Trevor Long, previously interim chief information security officer, will lead the university’s information security function as CISO.
Ms. Roach has more than four decades of IT experience in government, higher education and healthcare, starting at the Veterans Administration. Under her leadership, University of Utah Health earned HIMSS EMRAM stage 7 and CHIME Digital Health Most Wired level 10 recognition.
