South Carolina House Passes Bill Limiting EMR Copy Fees

The South Carolina House of Representatives has passed a bill limiting the amount a healthcare provider can charge patients for copies of their electronic medical records, according to a report in The Post and Courier.

Under a 1992 law, state hospitals can charge patients up to $0.65 per page for copies of their record. According to the report, bill sponsor Bobby Harrell (R-Charleston) introduced the legislation after a constituent told him a hospital charged her $3,800 for her several-thousand-page long record.

The bill would reduce the per-page cost to $0.10 and set a maximum charge of $150 for a digital copy and $250 for a hard copy, according to the report. The bill passed the House without opposition, and now heads to the state senate.
