The Office of the National Coordinator for Health IT has released guidelines for health IT vendors whose clients are not eligible for meaningful use incentive payments.

Providers who are ineligible for incentive payments, including some mental health and behavioral health professionals and some long-term and post-acute care settings, still participate in the care continuum and interact routinely with providers who are eligible for incentive payments, and need interoperable technology to be able to exchange data with other providers, according to the guidelines.

The guidelines outline much of the meaningful use stage 2 criteria, highlighting the criteria important for interoperability.
