NQF moves beyond EHR data exchange to measure interoperability

The National Quality Forum proposed four broad categories to assess nationwide progress on healthcare interoperability in a report released Sept. 1.

The report describes the findings of a multistakeholder committee, which convened to recommend methods to measure progress on interoperability. One of the committee’s guiding principles noted “interoperability is more than EHR to EHR,” since an interoperable network will also include mobile health devices, clinical trial databases and practice management systems, among other data sources.

“The focus of interoperability within a measurement framework must extend beyond the concept of data exchange between two EHRs into one that encompasses the diversity of data sources that capture patient and population data,” the report reads.

Here are the four categories the committee identified for measurement.

1. Volume of exchanged electronic health information

2. Usability of exchanged electronic health information

3. Application of exchanged electronic health information

4. Impact of interoperability, including its effect on care coordination, costs, outcomes and patient safety
