Shelby County Mayor Lee Harris’ plans for the new Regional One Health hospital in the Medical District of Memphis would create a flagship public hospital that would partner with the University of Tennessee, according to the report.

He said proposed ways to generate the $350 million in local funds for the hospital include hiking fees, raising property tax or doubling the wheel tax from $50 to $100, according to the report. Mr. Harris is also seeking money from the state.
