Here are five things to know.

1. Republicans have a long-term plan to revamp Medicaid, the nation’s biggest insurance program, to cap federal spending, according to the report.

2. In this effort, GOP lawmakers are preparing to significantly increase Medicaid spending — at least in the short term — to reward states that have chosen not to expand Medicaid, according to the report.

3. The lawmakers, the report states, ultimately aim to ensure equal funding between expansion states that would stand to receive more money under a capped program and conservative states that did not expand Medicaid.

4. In one Republican proposal, the federal government would scale back the amount of money Medicaid expansion states receive over time, although there are some congressional Republicans who seek to cut Medicaid expansion altogether as part of an ACA repeal, reports Politico.

5. Medicaid expansion states, meanwhile, have expressed concerns as they try to protect themselves from having to care for a large number of newly enrolled people while receiving less federal funding, according to the report.
