California Picks 4 Counties for Dual Eligible Demonstration

The California Department of Health Care Services announced (pdf) that Los Angeles, Orange, San Diego and San Mateo counties will be the initial participants in a three-year demonstration project to improve care coordination of people who are dually eligible for Medicare and Medi-Cal, California’s Medicaid program.

California’s demonstration project, which is funded by the Patient Protection and Affordable Care Act, would enroll a portion of California’s 1.1 million dual eligibles into integrated care delivery models. Selected health plans would receive a monthly payment from both Medicare and Medi-Cal to provide these beneficiaries all necessary health services, and beneficiaries would have a single health plan membership as well as a care team to help coordinate services.

The managed care demonstration is expected to save the state roughly $678.8 million in fiscal year 2012 and $1 billion in FY 2013.

Dual eligibles in the four counties will start enrolling in January 2013, pending CMS approval.
