CMS Issues Final Rule on Individual, Small Group Insurance Market Definitions

The definitions of “individual market” and “small group market” that apply for rate review purposes include health insurance coverage sold to individuals and small groups through associations, according to a CMS final rule (pdf).

This applies even if a state does not include such health coverage in its definitions of individual and small group markets.

The final rule also updates those standards for health insurance issuers regarding disclosure and review of unreasonable premium increases, which took effect yesterday.
