Aarches Community Health Care, a private, non-profit health insurance company that plans to cover all 29 counties in Utah, was the most recent loan recipient.
The Patient Protection and Affordable Care Act allots roughly $3.8 billion for CO-OPs, which are non-profit health insurers directed by consumers. CO-OPs will be able to offer health plans in health insurance exchanges starting Jan. 1, 2014.
