Mr. Hayward’s starting salary is roughly $8,000 less than former CEO Carol Sorrell’s salary after her 17 years in the position. He is scheduled for 5 percent annual salary increases and will also receive an annual car allowance of roughly $7,000.

David Huff, a KHS board member, argued that Mr. Hayward’s compensation is too high for a community with a high number of people living in poverty and where other incomes remain stagnant, according to the report.
