Mr. Elliott joined Johnston Health — which includes the publicly-owned, 179-bed Johnston Medical Center-Smithfield and is the predominant hospital in the county — in 2009. He has not received a raise since starting, according to the report.

Mr. Elliott and CFO Eddie Klein lead Johnston Health but are employed by private hospital management firm Quorum Health Resources. Quorum pays their salaries, but board members must approve raises. Mr. Klein did not receive a raise and is set to earn almost $235,000 this year.
