1. St. Luke’s Hospital in Cedar Rapids reduced the number of ED visits by frequent ED users by more than two-thirds through the Consistent Care Program, in which a committee creates care plans for frequent ED users.

2. Washington state emergency departments reduced Medicaid patients’ “unnecessary” ED visits by 23 percent by implementing a set of seven best practices, including adoption of strict guidelines for the prescribing of narcotics.
