The bill, supported by Good Samaritan Hospital in Kearney, Neb., casts a shadow over a plan by physician-investors to build a new hospital in Kearney.

State Sen. Galen Hadley of Kearney, a former board member of Good Samaritan, drafted the bill and its sponsor is a trustee for Lincoln’s BryanLGH Medical Center in Lincoln, Neb.
