All told, the fraud totaled $1.5 million. The accused diplomats are charged with seeking improper benefits for pregnancies, births and postnatal care, according to the report. An 18-month investigation of the defendants’ Medicaid applications shows they frequently underreported income, which allowed them to falsely quality for benefits.

Eleven of those charged still live in the U.S., but diplomatic immunity has prevented law enforcement from arresting them.

The Russian Foreign Ministry in Moscow did not comment on the charges but complained that the grievances had been made public. A U.S. State Department official said the charges were being reviewed, though the possible outcomes of the situation are not yet clear, according to the report.
