The largest estimated time-suckers stem from the IRS managing credits for small employer health insurance premiums (40.2 million hours annually), CMS monitoring new Medicaid eligibility criteria from the health law (21.3 million hours annually) and the FDA’s recordkeeping of restaurant menu labeling and reporting (14.1 million hours annually).
