Police investigation records released alongside the district attorney’s report reveal a nurse walked into James Charles Cook’s room around 11:30 p.m. on Sept. 10, 2017, and saw him pull a gun out of his suitcase. The nurse reportedly left the room and, upon returning with an unarmed security guard, heard a gunshot.
Two officers arrived at the hospital after receiving reports of multiple shots fired. The nine-minute video released March 26 was taken from one of the officer’s body cameras.
In the video, the officers find Mr. Cook near a nurse’s station and order him to show his hands before they fire several shots, just past the two-minute mark in the footage. Mr. Cook is not visible in the video before or during the shooting, the report states.
During interviews with state officials, both police officers claimed they saw Mr. Cook point a gun at one of the officers before they shot him, according to the DA’s report. The Mecklenburg County (N.C.) District Attorney’s Office ruled in December 2017 not to file charges against either officer.
