Dr. Hessein owned Advanced Pain Management Specialists, which has offices in Newark, Union, Belleville and South Orange. His brother, Ashraf Sami, was the office manager.

In 2011, Dr. Hessein and Mr. Sami were indicted after creating a “scheme of overbilling, upcoding and submitting fraudulent claims for treatments not rendered,” according to a 2011 statement from the Union County Prosecutor’s Office. At that time, Dr. Hessein’s license was suspended, according to the report.

Now his license has been officially revoked. He has also been charged with a $130,000 fine, as well as a $308,750 fine to reimburse the state of New Jersey for investigative and legal costs, according to the report.
