Taking effect Sept. 1, the law will require all affected hospitals to submit a plan for complying with the new regulations.
The legislation was sponsored by state Sen. Wendy Davis (D-Fort Worth), Sen. Judith Zaffirini (D-Laredo) and Rep. Senfronia Thompson (D-Houston).
