The bill, titled the American Liberty Restoration Act, was introduced by Sen. Orrin Hatch (R-Utah), chairman of the Senate Finance Committee, and Sen. Lamar Alexander (R-Tenn.), who leads the Senate Health, Education, Labor and Pensions Committee.

Although similar legislation has been introduced before, this is the first time a bill seeking to overturn the individual mandate has been introduced by a Senate majority party, according to the report.
