Gov. Quinn’s team is standing its ground, writing the Obama administration a letter saying nearly 6 percent of medical identification cards mailed to households were returned as “undeliverable with out-of-state address.” By cross-checking addresses, Illinois officials expect to save roughly $1million — a conservative estimate, according to the report.
