House Passes Bill to Axe Preventive Care Funding, Hold Student Loan Interest Rates

By a narrow 215 to 195 vote, the U.S. House of Representatives passed a bill Friday that extends low interest rates on government student loans by cutting a preventive care fund, part of the Patient Protection and Affordable Care Act, according to a report in The Hill.

President Obama has threatened to veto the bill, and House Minority Leader Nancy Pelosi (D-Calif.) said the bill would shred billions in spending for immunizations, health screenings and women’s healthcare. Republicans argue that the PPACA preventative care fund has been used to build bike paths and jungle gyms, as well as pay for ad campaigns against junk food and even for lobbying.

The bill will likely not pass the Senate, where Democratic members have introduced legislation that would achieve the same outcome — extending a 3.4 percent interest rate for subsidized Stafford Loans — through a different means: ending an exemption that allows high-income earners to withhold certain types of income from their payroll taxes.
