Mr. Leibowitz’s departure has been expected since last summer, according to the report, and he plans to move to the private sector to focus on competition policy. In the report, Mr. Leibowitz said the FTC “got through a number of things that I wanted the commission to address,” including the blocking of several regional hospital mergers.

There are a few contenders for Mr. Leibowitz’s position, including Democratic FTC Commissioners Julie Brill and Edith Ramirez. Howard Shelanski, an antitrust expert and director of the FTC’s bureau of economics, and Philip J. Weiser, former aide to Joel Klein at the Justice Department’s antitrust division, are also possible candidates, according to the report.
