That finding comes from an investigation into Park Royal operations by the Florida Agency for Health Care Administration.
Under a Florida mental health law known as the Baker Act, families can solicit emergency mental health services and temporary detention for persons at risk of harming themselves or others because of their mental illness.
Facilities that receive patients under the Baker Act are prohibited from denying treatment to persons because they are uninsured or have a particular health plan.
Park Royal intake staffers told AHCA they consider both insurance information and bed availability before they determine whether they can accept the patient in need of emergency care.
The AHCA can impose a fine of less than $1,000 per violation per day.
