House Speaker Nancy Pelosi, D-Calif., has requested $22 billion for the program, in addition to increases in military and nonmilitary spending. Lawmakers say they need to authorize the funds or they will have to make cuts to other veteran programs, according to the report. Meanwhile, Republicans want to keep the deficit down and offset additional spending with cuts elsewhere.
Lawmakers need to reach an agreement by the end of the week, before Congress breaks for its August recess. The government may run out of funding before the recess is over, according to the report.
