Sen. Rand Paul, R-Ky., told reporters that he had a phone call with Mr. Trump Monday where he expressed beliefs that the president had the authority to issue the executive order, though there has been no legal evaluation of this claim. President Trump’s decision whether or not to continue funding cost-sharing reduction subsidies is expected to come later this week.
