The budget includes, however, a $478 million cut in Medicaid payments to hospitals, which will be achieved by determining payments based on quality rather than volume.

Castle, Ohio Hospital Association president and CEO, said of the budget, “Despite anticipated policy changes to reduce payments to hospitals by $478 million, hospitals look forward to working with the administration and Ohio General Assembly to achieve a mutual goal to transform healthcare in Ohio.”
