According to the report, Medicaid and CHIP covered 76 million people, nearly half of whom were children, at the cost of more than $400 billion in state and federal funds in 2010.

In the report, the Commission shares the framework it will use to track access to care for Medicaid and CHIP recipients, its approach to assessing Medicaid payment policies and how it will determine accountability of the programs.
