For the first time, healthcare reform implementation dropped to third since it was introduced to the survey in 2009. Years prior, it was ranked as the number two concern. Personnel shortages saw the largest increase among CEOs’ concerns from last year, even though the issue still ranked 10th out of the 11 issues.
