The ONC first adopted C-CDA standards for certified health IT products in 2012, according to Mr. Posnack. Since then, the office has been working to increase its deployment among healthcare providers. In particular, ONC has worked to improve implementation and consistency of C-CDA deployment.
The new benchmarking tool, called the “One Click Scorecard,” tests C-CDA conformance in certified health IT products. To use the tool, a healthcare provider emails a C-CDA to scorecard@direct.hhs.gov. The benchmarking tool will test and score the C-CDA, and deliver a “report card” back to the sender.
The ONC emphasized healthcare providers and business associates will be able to disclose protected health information to the office while using the benchmarking tool. “Once a C-CDA is tested and scored, the entire C-CDA along with any PHI is immediately erased and is not retained,” Mr. Posnack wrote. “ONC will only retain the numerical scores generated by the tool during testing for benchmarking and industry-reporting.”
