The report, “Allocation of Scarce Resources During Mass Casualty Events,” was developed by the Southern California-RAND Evidence-based Practice Center. The center conducted a comparative effectiveness review of studies on resource allocation during crises.
The review revealed no strong evidence or consensus to support a particular strategy for allocating resources or for engaging providers in allocation strategies. The researchers identified an urgent need for a research agenda and an agenda for developing policy guidelines on resource allocation in a mass casualty event.
