Twenty-eight states have opted for a federally-operated exchange, though the Patient Protection and Affordable Care Act that requires the exchanges allows states to take or relinquish control of the exchange each year.
“It would be irresponsible to put Pennsylvanians on the hook for an unknown amount of money to operate a system under rules that have not been fully written,” Gov. Corbett said in the release.
