Pennsylvania town declares state of emergency amid Crozer woes

The Borough of Ridley Park (Pa.) has declared an emergency due to Upland, Pa.-based Crozer Health’s ongoing financial struggles.

The health system, which is part of Los Angeles-based Prospect Medical Holdings, secured $6 million the week of April 7 to keep its two hospitals, Crozer-Chester Medical Center in Upland and Taylor Hospital in Ridley Park, Pa., temporarily operational. However, Crozer has since begun transitioning out services like OB-GYN to avoid closure.

“On or about April 15, 2025, a significant reduction of healthcare services including but not limited to access to medical treatment will impact the Delaware County area, including substantial geographic portions of Ridley Park Borough, with the potential to cause injury, damage and suffering to the persons and property of Ridley Park Borough, Delaware County, Pennsylvania,” Henry Eberle, Jr., mayor of Ridley Park, said in an April 17 declaration of emergency posted on the town’s Facebook page. 

Mr. Eberle directed the town’s emergency management coordinator to coordinate emergency response activities for the area, including taking action to “alleviate and mitigate the effects of this disaster.” He also authorized employment of temporary workers, equipment rentals, supply and material purchases and entering into contracts and agreements to combat the potential of disaster.
