Uncompensated care costs — which include charity care and debt incurred from patients who are unable or unwilling to pay — totaled $1.2 billion in 2013. State hospitals reported $433 million in uncompensated care this year, according to Ohio Medicaid.

Officials attributed the decline to improved access to healthcare coverage due to expanded Medicaid eligibility and government subsidized insurance options under the ACA.
