NIH’s plan to free up money became controversial as leaders of well-known labs worried it would detract essential funds from continuously successful labs, the report stated.

Instead, NIH plans to establish new policies to set aside $210 million this year to fund new lab leaders. This new research fund is expected to increase to $1.1 billion in the next five years.
