Former Florida governor's surprise-billing proposal gains steam in Congress

As federal lawmakers work to address surprise medical bills, a proposal from former Florida Gov. Rick Scott has emerged in the legislative conversation, according to Florida Daily.

Mr. Scott, now a U.S. senator from Florida, revealed a bill in May designed to protect patients from surprise out-of-network medical bills. 

It includes limits on the amounts that insured patients can be charged for emergency services and covered nonemergency services as well as a process for medical providers and insurance companies to resolve out-of-network payment disputes without the patient being involved, Florida Daily reported. It also reportedly includes a requirement that insurers give beneficiaries updated lists of in-network providers.

The bill has not advanced in the Senate, but it gained steam in the House recently after Rep. Ross Spano, R-Fla., showcased companion legislation, according to Florida Daily. Currently, it sits before the House Education and Labor Committee.

Similar legislation to stop balance billing also has been proposed in the House.
