Five nurses are included in the 25 layoffs. Officials cited a significant drop in reimbursements and a 44 percent increase in charity cases as reasons for the cuts.

According to the report, salaries will remain frozen until patient volume or reimbursements increase. Employees who were laid off will receive severance or may be used to fill vacancies elsewhere in the hospital.
